According to sources familiar with the plans, the meeting is likely to address regulatory hurdles and security concerns related to the satellite broadband service.
India’s government has been reviewing Starlink’s application for a license amid opposition from billionaire Mukesh Ambani’s telecom company. A key point of contention has been the method of spectrum allocation, with Ambani advocating for an auction-based model, while Musk and the Indian government favor direct assignments. Starlink's entry could disrupt India's broadband market, posing a competitive challenge to Ambani’s business, which has invested heavily in airwave auctions.
Musk is reportedly willing to offer assurances on India's security concerns, including commitments to store data locally. However, Starlink’s operations in India remain restricted, with the company’s equipment previously seized by authorities in sensitive regions.
While Tesla’s entry into India is uncertain, increased sourcing of electric vehicle components from the country could be a key discussion point. Musk has frequently criticized India's high import duties on electric vehicles, and Tesla has yet to finalize any plans for local manufacturing.
Modi is expected to meet U.S. President Donald Trump during his two-day visit, with trade and tariff concessions also on the agenda. However, aside from Musk, the Indian Prime Minister is not scheduled to meet other business leaders during his trip.
