A newly approved decree by Pope Francis, issued through the Dicastery for the Clergy on Palm Sunday, April 13, 2025, introduces updated norms regarding the discipline of Mass intentions. This revised legislation will come into effect on Easter Sunday, April 20, 2025. The new norms aim to uphold the spiritual value of the Eucharistic celebration while reinforcing the faithful’s confidence in the Church’s responsible management of their offerings.
The decree builds upon the existing provisions of canon law and the 1991 decree "Mos iugiter". It emphasizes that while the faithful may continue to offer stipends for Masses celebrated according to specific intentions, this sacred tradition must be safeguarded from any appearance of commercial transaction. The updated norms reaffirm the role of these offerings as an act of spiritual participation and a contribution to the Church’s mission.
A notable aspect of the decree is its clarification on the practice of collective intentions, where multiple stipends are associated with a single Mass. This practice is permitted only if the donors are clearly informed and give their free and explicit consent. Furthermore, the decree limits how frequently collective intentions may be used, in order to maintain the traditional association of each offering with a specific Eucharistic celebration.
The decree also strongly condemns the substitution of promised Masses with mere mentions during other liturgies. Such actions are deemed gravely illicit and contrary to Church teaching. To prevent abuses and promote justice, the decree urges bishops to educate the faithful on the meaning and value of Mass offerings, enforce the regulations, and maintain proper documentation of intentions and stipends.
Pastoral sensitivity is a key theme throughout the decree. Priests are encouraged to offer Masses for the poor regardless of whether an offering is made. Diocesan bishops are also granted the authority to reallocate surplus Mass intentions to support missionary areas or parishes in financial difficulty.
Through these updated norms, the Holy See seeks to renew commitment to the Church’s enduring tradition, uphold the dignity of the Eucharist, and strengthen transparency and accountability within the Church.
