The latest diplomatic efforts to bring an end to the war in Ukraine have revealed deep divisions between the United States, Ukraine, and key European allies. According to documents obtained by Reuters, recent talks held in Paris and London have brought to light significant disagreements over the approach to a peace settlement with Russia.
The United States, represented by envoy Steve Witkoff, is advocating for a swift resolution to the conflict. The American proposal includes recognizing Russian control over Crimea and occupied territories in eastern and southern Ukraine, barring Ukraine from joining NATO, and offering only a broad security guarantee for Ukraine. It also proposes lifting sanctions imposed on Russia since 2014.
This plan aims to speed up peace negotiations but has triggered concerns among Ukrainian and European leaders, who see it as compromising Ukraine’s sovereignty and long-term security.
In response, Ukrainian and European officials have put forward a joint counterproposal. Their plan demands a full ceasefire across land, air, and sea, monitored by the U.S. and other international actors. It calls for the return of all deported and displaced Ukrainian children, a comprehensive prisoner exchange, and strong security guarantees similar to NATO’s Article 5, even if NATO membership is not immediately granted.
Their proposal also insists that there should be no restrictions on Ukraine’s defense partnerships, including its right to host foreign military forces. Territorial negotiations would begin after a ceasefire based on current lines of control. Economic reconstruction would be supported in part by frozen Russian assets and include a U.S.-Ukraine minerals agreement. The lifting of sanctions on Russia would be tied to the durability of peace efforts.
The Russian government, while showing some openness to negotiations, has remained firm on key demands. It continues to insist on the recognition of territories it now controls and opposes Ukraine’s NATO ambitions.
Meanwhile, reports indicate that the U.S. has paused intelligence-sharing with Ukraine, increasing pressure on Kyiv to consider the American peace proposal. This development has raised alarms in Ukraine about the country’s ability to defend itself and make informed decisions in a volatile battlefield environment.
