In the aftermath of the devastating terrorist attack in Pahalgam, Jammu and Kashmir, which claimed the lives of 26 civilians, India has intensified its diplomatic efforts on the international stage. Recognizing the gravity of the situation and the need for a unified global response, New Delhi has reached out to the non-permanent members of the United Nations Security Council (UNSC) to garner support and ensure accountability for the perpetrators.
External Affairs Minister S. Jaishankar has engaged in a series of telephonic conversations with his counterparts from Algeria, Greece, Guyana, Panama, Sierra Leone, Slovenia, Somalia, and Denmark—all current non-permanent members of the UNSC. These discussions aimed to convey India's determination to bring those responsible for the April 22 attack to justice and to highlight the cross-border linkages associated with the incident.
The urgency of India's diplomatic outreach is underscored by Pakistan's current tenure as a non-permanent member of the UNSC for the 2025-26 period. India has attributed the attack to The Resistance Front (TRF), a proxy of the Pakistan-based terrorist group Lashkar-e-Taiba (LeT). While Pakistan has denied involvement and called for a neutral investigation, India remains steadfast in its position, emphasizing the need for decisive international action.
The United Nations Security Council had previously condemned the Pahalgam attack in the "strongest terms," reaffirming that terrorism in all its forms constitutes one of the most serious threats to international peace and security. However, India's recent diplomatic engagements suggest a desire for more concrete measures and a firmer stance from the international community.
In addition to reaching out to UNSC members, Minister Jaishankar also communicated with UN Secretary-General António Guterres, expressing appreciation for his unequivocal condemnation of the attack and reiterating India's commitment to holding the perpetrators accountable.
