India to impose 30 percent import duty on yellow peas from November 1

New Delhi: The Indian government has announced that a 30 percent import duty will be imposed on yellow peas starting from November 1, 2025. The move aims to protect local farmers from the sharp decline in pulse prices caused by a surge in cheap imports from countries such as Canada and Russia.

According to the Finance Ministry, shipments of yellow peas with a bill of lading dated on or before October 31, 2025, will be exempt from the new duty. The revised import structure includes a 10 percent basic customs duty and a 20 percent agriculture infrastructure development cess, bringing the total to 30 percent.

Until now, yellow peas were allowed to be imported duty-free until March 2026 to ensure sufficient domestic supply. However, the recent flood of imports led to a drop in market prices for locally produced pulses, prompting farmer groups to urge government intervention.

Officials said the new policy is intended to stabilize domestic prices and encourage pulse cultivation ahead of the upcoming rabi season. India is one of the largest consumers and importers of pulses in the world, and yellow peas are a key substitute for other pulses like chana and tur.

The decision is expected to reduce import volumes and boost local production, but it may also lead to a slight increase in retail prices for pulses in the short term. Importers are likely to expedite shipments before the November 1 deadline to benefit from the existing duty-free window.

Analysts believe this measure reflects the government’s attempt to balance the interests of both farmers and consumers, ensuring fair returns for growers while maintaining price stability in the food market.
