Archbishop Gilbert Garcera Elected CBCP President, Marking a Shift Toward Synodal Leadership

Manila: The Catholic Bishops’ Conference of the Philippines (CBCP) has elected Archbishop Gilbert Garcera of Lipa as its new president, signaling a renewed commitment to synodality and pastoral dialogue within the Filipino Church. His election, which took place during the CBCP’s 130th plenary assembly on July 5, breaks from the long-standing tradition of elevating the sitting vice president to the top leadership role.

Instead of Bishop Mylo Hubert Vergara of Pasig who previously served as vice president the bishops chose Garcera, marking only the second time since 2011 that the conference departed from its customary succession pattern. Garcera succeeds Cardinal Pablo Virgilio David of Kalookan, who completed two consecutive four-year terms.

Archbishop Julius Tonel of Zamboanga will serve as Garcera’s vice president, with both leaders set to serve until Nov. 30, 2027.

Following his election, Garcera released a brief message on Facebook, asking the faithful for prayers as he assumes what he described as a “very heavy cross.” His leadership begins at a time when the country grapples with political instability, frequent natural calamities, and ongoing efforts to strengthen the Church’s response to social and moral issues.

A strong proponent of synodality, Garcera has been influential in promoting a Church culture of dialogue, participation, and openness. In January 2024, he published a 271-page pastoral document titled Enlarging the Space of Our Tent, which urges Filipino Catholics to embrace inclusivity and appreciate the “richness and diversity of human experience.”

Garcera has also been recognized for his compassionate approach to sensitive pastoral concerns. He has encouraged clergy and lay leaders to accompany individuals with same-sex attractions with empathy and guidance, helping them deepen their relationship with Christ while affirming Church teachings. He has emphasized that doctrinal truth “must never become a reason for exclusion,” but should instead inspire a stronger commitment to love, welcome, and healing.

As CBCP president, Garcera will be responsible for guiding the conference’s national agenda, representing the Philippine Church in international forums including engagements with the Vatican and other bishops’ conferences and serving as its chief spokesperson.

Garcera brings substantial institutional experience to the role. Before being appointed bishop of Daet in 2007, he worked as CBCP assistant secretary-general and later as executive secretary, then chair of the Episcopal Commission on Mission. He also chaired the Episcopal Commission on Family and Life before his appointment as Archbishop of Lipa in 2017.

With his election, Church observers anticipate a renewed focus on participatory leadership, pastoral sensitivity, and collaborative mission as the CBCP navigates complex national and ecclesial challenges.
