Ukraine backs step by step plan to enforce any ceasefire with Russia

Kyiv: Ukraine has agreed to a multi level plan with its Western partners to enforce any future ceasefire with Russia, according to reports based on discussions among allied countries.

The plan is designed to respond quickly if Russia breaks a ceasefire agreement. It sets out clear steps that would be taken over time instead of waiting for long diplomatic talks.

Under the proposal, if Russia violates a ceasefire, Ukraine would first respond with diplomatic protests and limited military action within 24 hours. If the violations continue, a group of supporting countries would take stronger steps to help Ukraine. If breaches last for more than three days, the plan allows for wider coordinated action by Western allies, including possible involvement of US forces.

The discussions have included the United States, Britain, the European Union, and several European partners. The aim is to make sure that any ceasefire is not just announced but also respected on the ground.

At the same time, there are cautious signs of reduced attacks on certain targets. Ukrainian President Volodymyr Zelenskiy said Russia has largely stopped striking Ukraine’s energy infrastructure in recent days, creating space for renewed peace talks.

However, fighting has not fully stopped. Russian forces have continued air and missile attacks on major Ukrainian cities, and strikes have shifted more towards transport and supply routes.

Russia has warned that any foreign military presence in Ukraine would be treated as a legitimate target, showing strong opposition to Western involvement in enforcing a truce.

Peace talks involving Ukraine, Russia and the United States are expected to continue in Abu Dhabi. Diplomats say the success of these talks will depend on whether both sides are willing to respect ceasefire rules and accept clear consequences for violations.

The proposed enforcement plan reflects growing concern among Ukraine and its allies that past ceasefires failed because there were no strong measures to stop violations. This time, they want a system that reacts quickly and sends a clear message that breaking a truce will not go unanswered.
