Opposition members from different political parties including the Congress, DMK and TMC began protesting and displaying placards soon after the Lok Sabha assembled.
Some of the Opposition members demanded sacking Union Minister for Home Affair Ajay Mishr. His son Ashish Mishra is one of the accused in the Lakhimpur Kheri violence. Demanding action to the alleged insult to Chhatrapati Shivaji in Karnataka, the Shiv Sena also raised protests. DMK members on the other hand, demanded that Tamil Nadu be exempted from NEET exams. The House however took up several questions during the Question Hour amid the protests.
Rural Development Minister Giriraj Singh, a BJP member, alleged that the Opposition have lowered the dignity of the House with their protests. He also appreciated Speaker Om Birla in running the proceedings of the House amid confusion and protests.
The Speaker announced the launch of a mobile application for members. The app will allow the user to see live telecast of Parliament proceedings, view parliamentary papers, written questions-answers, bulletins and other important documents. He asked the members to download the app.
The Speaker repeatedly urged the protesting Opposition members to go back to their respective seats and let the House function properly. The proceedings of the House was adjourned till 2 pm by the Speaker.
As the house reconvened at 2 pm, three bills were introduced. Minister of State for Health Bharti Pawar introduced the Surrogacy (Regulation) Bill, 2019 as passed by the Rajya Sabha for consideration and passage. The Bill was passed by the Lower House amid ongoing protests
Soon after the passage of the Bill, Rajendra Agarawal who was chairing the proceedings, adjourned the Lok Sabha till Monday.
