Thiruvananthapuram: In a landmark decision, the Kerala Cabinet has approved the establishment of a Judicial City in Kalamassery, Kochi, marking a significant step toward modernizing the state’s judicial infrastructure. The ambitious project, estimated to cost ₹1,000 crore, will be developed on a 27-acre plot of land currently owned by HMT Limited, which the government plans to acquire for the purpose.
The Judicial City aims to centralize Kerala’s judicial functions and provide state-of-the-art facilities for the High Court, lower courts, and allied legal services. The complex will feature a sprawling High Court building, judicial academy, mediation centers, and supporting infrastructure, designed to streamline judicial processes and improve public accessibility. Officials noted that the move will also address long-standing issues of overcrowding and inadequate facilities in the existing court complexes.
Minister P. Rajeev confirmed that the Home Department has been tasked with initiating preliminary measures for the project, including land acquisition and coordination with relevant authorities. The state government is exploring options for additional central assistance to ensure timely and efficient execution of the project. Chief Minister Pinarayi Vijayan highlighted the importance of this initiative in delivering speedy justice and reinforcing public trust in the judiciary.
Experts and legal practitioners have welcomed the decision, noting that the project will not only improve operational efficiency but also provide a modern, transparent, and citizen-friendly judicial environment. Once completed, the Kalamassery Judicial City is expected to become a flagship legal hub in Kerala, combining advanced infrastructure with streamlined judicial administration.
