Germany plans faster infrastructure projects as new coalition drops unpopular heating law

Berlin: Germany’s new coalition government has agreed on a plan to speed up major infrastructure projects while confirming that it will drop the heating law that faced strong public resistance. The decisions were announced after talks between partners in Chancellor Friedrich Merz’s government.

The coalition said the country needs faster approval procedures to improve transport networks and modernise energy systems. To achieve this, many projects will now be treated as being of overriding public interest, which allows authorities to shorten planning and approval stages. Digital processing of applications will also be expanded so that construction can begin more quickly.

At the same time, the government confirmed that it will cancel the heating law linked to the Building Energy Act. The rule would have required new heating systems to use a high share of renewable energy. Homeowners and industry groups had criticised the law, saying it was too costly and difficult to follow. Instead, ministers will introduce a new Building Modernisation Act that offers more flexibility and longer timelines while still aiming to reduce emissions.

The changes come as the coalition tries to restore confidence after months of debate over climate policy and rising energy costs. Government officials said they remain committed to climate goals but want rules that people can follow without financial strain.

The agreement also reflects political pressure on the coalition to show progress ahead of key regional elections next year. Environmental groups have warned that weakening the heating rules could slow Germany’s transition to cleaner energy, while business groups welcomed the focus on simpler procedures and broader choices for homeowners.

The government is expected to present detailed plans for the new building law in the coming months.
