China opens digital payment doors wider for foreign tourists through PayPal partnership

Beijing:  China is taking another major step to make travel easier for international visitors by allowing American PayPal users to make payments through the country’s popular WeChat Pay system. The new partnership between Tencent and PayPal is expected to help foreign tourists shop, travel and dine more easily across mainland China without needing a local bank account.

The announcement comes at a time when China is trying to revive international tourism and attract more foreign business travelers after years of pandemic related restrictions. In many Chinese cities, digital payments have become a normal part of daily life, with QR codes widely used for buying food, paying taxi fares, shopping at markets and even making small street purchases.

For years, this highly digital system created difficulties for foreign visitors. Many travelers found it hard to use international credit cards in smaller shops and local businesses because most merchants preferred Chinese mobile payment apps such as WeChat Pay and Alipay. Tourists often had to carry cash or depend on friends and guides for payments.

Tencent said the new agreement will connect PayPal users in the United States directly to WeChat Pay through PayPal World. This means American travelers can continue using the PayPal app they already know while visiting China. They will be able to scan QR codes and complete payments at millions of stores, restaurants and transport services across the country.

The company also announced plans to expand the service to users from more countries in the future as China works to make itself more welcoming to international tourists.

Officials and industry experts believe the move could improve the overall travel experience for visitors. Analysts say easy payment access is now one of the most important parts of tourism because many travelers expect smooth digital services during international trips.

Tencent revealed that spending by foreign travelers using linked international bank cards on WeChat Pay increased sharply during the first months of 2026. The company reported nearly an 80 percent rise in transactions compared with the same period last year. The increase reflects the growing return of overseas visitors to China.

China’s tourism industry has been recovering steadily after suffering heavy losses during the pandemic years. Official data shows international travel to the country has risen strongly since borders fully reopened. Millions of visitors are once again arriving for business, education and tourism.

To support this recovery, Tencent has introduced several new measures aimed at helping foreign guests. The company said it would temporarily reduce some transaction fees for first time international users. It is also offering payment guidance in multiple languages including English, Spanish, Arabic and Korean.

Support desks are being prepared at airports and major tourist areas to help travelers understand how to use the digital payment system. Faster tax refund services for foreign visitors are also expected to become available through overseas electronic wallets.

Experts say the partnership is important not only for tourism but also for China’s wider economic goals. The country has been encouraging domestic spending, international trade and technology driven growth as part of its economic strategy.

While the number of American visitors to China is still smaller compared with tourists from nearby Asian countries, analysts believe the PayPal partnership sends a strong message that China wants to become more accessible to global travelers.

Many visitors hope the changes will remove one of the biggest challenges of traveling in modern China and make everyday experiences much smoother for tourists arriving from abroad.
