Thiruvananthapuram: A proposed health insurance programme named after former Kerala Chief Minister Oommen Chandy has emerged as one of the most ambitious healthcare initiatives discussed in the state in recent years. The Oommen Chandy Health Insurance Scheme promises health coverage of up to Rs 25 lakh annually for every family, offering a significant increase from the existing limits available under current government health insurance programmes.

The proposal was introduced by the United Democratic Front during the 2026 Kerala Assembly election campaign and quickly became one of the key issues in public discussions. The scheme aims to ensure that families do not face severe financial difficulties when confronted with major medical emergencies, expensive surgeries, or long term treatments.

According to the proposal, every family in Kerala would be eligible for health insurance coverage worth up to Rs 25 lakh per year. The plan is designed to help people manage the rising costs of healthcare, particularly for serious illnesses such as cancer, heart disease, kidney related conditions, and other medical emergencies that often require costly treatment.

Congress leader Rahul Gandhi strongly supported the proposal during the election campaign. He said that access to quality healthcare should not depend on a person's financial situation and that families should not be pushed into debt because of unexpected medical expenses. The proposed scheme was presented as a step toward providing greater financial security and better healthcare access for all sections of society.

The announcement attracted considerable attention because the proposed coverage amount is substantially higher than the benefits currently available under Kerala's existing health insurance programmes. At present, the Karunya Arogya Suraksha Padhathi provides eligible families with health coverage of up to Rs 5 lakh annually. The new proposal would increase that protection fivefold and could potentially extend benefits to a wider section of the population.

Supporters of the scheme have welcomed the proposal, arguing that healthcare costs have increased significantly over the years. They say that even middle class families often struggle to meet the expenses associated with advanced medical treatments and prolonged hospital stays. According to them, higher insurance coverage would help reduce out of pocket spending and provide peace of mind to households across the state.

At the same time, the proposal has also generated debate among healthcare experts and political observers. Some have questioned how the programme would be funded and whether such a large scale insurance system can be sustained over the long term. Others have raised concerns about ensuring that the scheme works alongside Kerala's well established public healthcare network without weakening existing services.

Despite widespread interest in the proposal, the scheme has not yet been officially launched. Government authorities are still expected to announce detailed operational guidelines, eligibility conditions, registration procedures, and the timeline for implementation. No official enrolment process has begun so far, and residents have been advised to wait for formal government notifications before attempting to register.

If implemented as proposed, the Oommen Chandy Health Insurance Scheme could become one of the largest state level healthcare protection programmes in India. The initiative reflects a growing focus on expanding healthcare access and protecting families from the financial burden of serious illness, an issue that continues to affect millions of people across the country.
