Turkey and Syria Sign Landmark Military Cooperation Agreement

Ankara: Turkey and Syria have signed a landmark memorandum of understanding aimed at strengthening military cooperation and rebuilding Syria’s defense capabilities. The agreement, reached on August 13, 2025, marks the first formal military pact between the two nations since the ousting of Syrian President Bashar al-Assad in 2024.

Under the accord, Turkey will supply Syria with advanced weapon systems, logistical equipment, and provide training and consultancy services to the Syrian army. The deal also covers expertise sharing, procurement planning, advisory support, and logistics coordination. High-level discussions leading to the agreement were attended by senior officials from both countries’ foreign and defense ministries, as well as intelligence chiefs, signaling a major shift in regional relations.

A significant element of the agreement focuses on the Kurdish-led Syrian Democratic Forces (SDF). Turkey has accused the SDF of failing to comply with a March 2025 agreement to integrate into Syrian state institutions. Ankara views the group as a separatist and terrorist organization and has indicated that it reserves the right to take military action if necessary.

The deal marks a strategic pivot in Middle Eastern geopolitics, as Turkey, a NATO member, positions itself to play a decisive role in shaping Syria’s post-war defense landscape. Analysts see this move as part of Ankara’s broader plan to consolidate influence in northern Syria while curbing Kurdish autonomy.

Implementation of the weapons transfer, training programs, and logistical support will be closely monitored by regional and international actors, including Russia, Iran, and the United States, who may adjust their strategies in response. The SDF’s reaction to the new agreement will also be critical in determining whether tensions escalate or move toward resolution in the months ahead.
