Mananthavady: On November 02, 2024 — The Kerala Catholic Youth Movement (KCYM) from the Mananthavady Diocese has raised concerns over the prolonged delay in releasing the Justice JB Koshy Commission report, alleging that it remains tangled in bureaucratic red tape. The report, established to address critical issues faced by Kerala’s minority communities, has yet to see the light of day, despite being completed and submitted to the government months ago.
KCYM representatives voiced their frustration, claiming the government’s inaction has stalled the essential recommendations of the report, which was anticipated to bring policy shifts and improvements in the welfare of minority communities. “This is an issue that demands immediate attention, as the report’s recommendations could positively impact thousands across the state,” said KCYM Mananthavady Diocese President Jishin Mundakkathadathil.
The youth body has called upon the government to expedite the process, urging officials to prioritize the report’s release for the welfare of Kerala’s communities and to uphold transparency and accountability in governance.
In addition to criticizing the delay on the Justice JB Koshy Commission report, the Kerala Catholic Youth Movement (KCYM) from the Mananthavady Diocese voiced serious concerns over the ongoing issues related to the proposed buffer zones around protected forest areas. KCYM emphasized that the buffer zone policies have already led to uncertainties and stress among local communities who rely on these lands for their livelihood.
KCYM representatives stated that the government’s approach to buffer zones lacks clarity and has created widespread anxiety among farmers, tribal communities, and residents near forest peripheries. “The affected communities deserve a clear framework that balances conservation efforts with their rights and needs,” said a KCYM spokesperson. “Any buffer zone policy must ensure that local voices are heard and livelihoods are protected.”
They further urged the government to expedite consultations and ensure that decisions are made transparently, involving all stakeholders. The group stressed that both the Justice JB Koshy Commission report and the buffer zone issue must be addressed promptly to build trust and promote fairness for Kerala’s communities.
The Kerala Catholic Youth Movement (KCYM) from the Mananthavady Diocese has expanded its calls for government transparency, highlighting two additional pressing issues: the Munambam coastal dispute and the ongoing controversy surrounding the Waqf Board. KCYM expressed concern over the Munambam issue, where conflicts have arisen between fishermen communities and local authorities over coastal access rights, affecting the livelihood of countless families in the area. The youth body urged the government to provide clarity on access and usage rights in Munambam, emphasizing the importance of fair policies that support local communities dependent on the coast.
In relation to the Waqf Board controversy, KCYM criticized recent moves perceived to centralize control, which they claim could limit community representation and decision-making. KCYM voiced support for a transparent and inclusive approach, where the Waqf Board remains accountable to its constituents while safeguarding its intended purpose.
“KCYM believes that the government should adopt a consultative approach in both the Munambam and Waqf matters,” said a KCYM representative.
“These are sensitive issues that affect community rights and trust. A transparent, balanced response from the government is essential for preserving harmony and protecting the welfare of all stakeholders involved.”
The KCYM urged authorities to address these issues without further delay, promoting transparency and ensuring that any decisions reflect the interests of the affected communities.
The Kerala Catholic Youth Movement (KCYM) of the Mananthavady Diocese has raised concern over the lack of political attention given to critical issues like the Justice JB Koshy Commission report, the buffer zone policy, the Munambam coastal dispute, and the Waqf Board controversy, especially during the current election season. KCYM pointed out that despite these matters significantly affecting local communities, political parties have largely remained silent on them.
In a statement, KCYM expressed disappointment that political leaders are prioritizing campaign promises over addressing long-standing community grievances. “It’s troubling that in a time when political voices should be the loudest for public causes, none of the parties are speaking up on these essential issues that impact the livelihood, rights, and welfare of the people,” said KCYM Mananthavady Diocese President Jishin Mundakkathadathil.
KCYM urged voters to demand accountability from candidates and push for clear positions on these pressing matters, underscoring that community welfare and transparent governance must be prioritized over party interests. They also called on political leaders to include these issues in their agendas and to provide real solutions rather than election-time assurances.
