Plastic Waste Crisis at Congo's Ruzizi Dam Sparks Power Outages and Economic Challenges

The Ruzizi hydroelectric dam in eastern Congo is grappling with a severe influx of plastic waste, leading to regular power outages that are disrupting electricity supply to Bukavu and other cities in the region. Local businesses and residents are feeling the strain as authorities scramble to address the growing crisis.

The dam, situated at the southern edge of Lake Kivu, has seen its machinery repeatedly blocked by piles of plastic debris, including bottles, jerry cans, and other waste. Heavy rainfall exacerbates the issue by sweeping waste down the mountainous terrain into the lake, where it clogs the dam's vital systems.

"This waste effectively blocks the water, making it difficult for it to enter the forced conduits needed to generate the pressure and speed required for the machines," said Ljovy Mulemangabo, provincial director of the national power company SNEL.

Daily efforts by cleaners to extract waste from the dam’s machinery have proven insufficient. The problem runs deep—literally—with plastic waste accumulating up to 14 meters beneath the surface, necessitating divers to clear the riverbed and ensure turbines can function.

Authorities are exploring long-term solutions. Didier Kabi, the provincial minister of environment and green economy, suggested mandatory household waste collection as a potential remedy. "This will enable us to see to what extent everyone needs to collect their own waste at the household level," he told Reuters.

The power cuts are impacting businesses across Bukavu. Local metalworker Alex Mbilizi shared his frustrations, noting that delays caused by outages are creating tension. "Our bosses are pressing us because of delays in completing their orders, and we don't know what to do," he said.

The crisis highlights the urgent need for better waste management systems in the region, alongside increased public awareness about the dangers of plastic pollution. Without decisive action, the environmental and economic toll of the plastic waste crisis will continue to mount.
