Kerala government reviews PM SHRI scheme as debate continues over education policy

Thiruvananthapuram: The Kerala government has indicated that the PM SHRI school scheme may continue in the state because an agreement related to the programme was signed by the previous Left Democratic Front government. However, officials have made it clear that no final decision has been taken and that the matter is still under detailed examination.

The issue has become one of the most discussed topics in Kerala's education sector, with political parties, education experts and government leaders expressing differing views on the future of the scheme. The PM SHRI programme was launched by the Union government with the aim of developing selected schools across the country into model institutions equipped with modern facilities and improved learning environments.

Speaking on the matter, Kerala leaders acknowledged that agreements signed by previous governments cannot be ignored. They noted that any decision regarding the continuation or withdrawal from the programme must consider legal, administrative and educational aspects. As a result, the state government has appointed a four member sub committee to study the issue in detail and submit recommendations.

The controversy surrounding the PM SHRI scheme began after the previous Left government signed a Memorandum of Understanding with the Centre in October 2025. The decision soon faced criticism from sections within the Left alliance, particularly from coalition partners who argued that the scheme could be linked to the implementation of the National Education Policy 2020. Critics expressed concern that participation in the programme could affect Kerala's long standing approach to education and reduce the state's policy independence.

Following the objections, the government decided to pause the implementation process and initiate further consultations. Since then, discussions have continued among political leaders, education officials and various stakeholders to assess the possible impact of the programme on the state's education system.

Recent statements from Kerala's General Education Minister have indicated that the government is not rushing toward a conclusion. According to the minister, all reports and recommendations will be carefully reviewed before any final announcement is made. The government has emphasized that the interests of students, teachers and public schools will remain the priority during the decision making process.

The issue has also led to political exchanges between the ruling alliance and opposition parties. Leaders from different political camps have accused each other of changing positions on the programme. While some argue that the agreement already signed should be honoured, others maintain that the state must first examine whether the scheme aligns with Kerala's educational objectives.

Adding another dimension to the debate, the government is also seeking legal advice regarding the agreement signed by the previous administration. Officials say that while governments may change after elections, agreements entered into by the state carry legal significance and therefore require careful consideration before any major decision is taken.

Reports indicate that substantial central funds had already been allocated under the scheme during the previous government's tenure. This has further intensified discussions about whether the state should continue with the programme or pursue an alternative path for improving school infrastructure and educational quality.

For now, the future of the PM SHRI scheme in Kerala remains uncertain. The government's sub committee is expected to play a key role in shaping the final decision. Until its findings are reviewed and consultations are completed, the state is likely to maintain a cautious approach.

As the debate continues, education remains at the centre of the discussion, with policymakers seeking a balance between benefiting from central support and preserving Kerala's distinctive educational framework. The final decision is expected to have significant implications for schools, students and the broader direction of education policy in the state.
