Chennai: Tamil Nadu Chief Minister C Joseph Vijay has announced a wider farm loan waiver scheme, giving additional financial relief to farmers across the state. Under the revised plan, cooperative agricultural loans of up to Rs 75,000 will be completely waived, while farmers with loans between Rs 75,000 and Rs 1 lakh will receive a waiver of up to Rs 75,000. The government has also decided to continue a maximum waiver of Rs 35,000 for loans above Rs 1 lakh.
The announcement was made by Vijay in the Tamil Nadu Assembly on Monday as his government marked 100 days in office. The decision is expected to provide additional support to more than 1.38 lakh farmers and will require the state government to spend an additional Rs 953.06 crore.
Vijay said the decision was taken despite the state's financial limitations because agriculture remains an important part of Tamil Nadu's economy and the welfare of farmers cannot be ignored. He said supporting farmers was necessary to strengthen rural communities and protect the livelihoods of people who depend on agriculture.
The latest announcement builds on a loan waiver programme introduced by the government soon after it took office. In May, the government announced a waiver of agricultural loans up to Rs 50,000 for eligible farmers. The limit was later increased to Rs 75,000 following demands for wider relief from farmers and agricultural groups.
The June revision provided a full waiver for cooperative bank crop loans of up to Rs 75,000. Farmers with loans above that amount were eligible for a waiver of Rs 35,000. The earlier scheme was estimated to cover more than 14 lakh farmers and involved a financial burden of nearly Rs 6,000 crore for the state government.
The latest decision further widens the relief available to farmers with loans between Rs 75,000 and Rs 1 lakh. These farmers can now receive a waiver of up to Rs 75,000 instead of being limited to the earlier Rs 35,000 relief. This change is expected to provide meaningful additional support to a large number of borrowers who had loans slightly above the earlier waiver limit.
The government said the additional package would take the total value of the loan waiver programme to about Rs 6,220 crore. The revised figures reported by the government indicate that around 13.34 lakh farmers will be covered under the overall package.
Vijay said the decision followed discussions with agricultural organisations held on August 7. The government also considered financial requirements linked to cooperative banks and guidelines concerning the settlement of agricultural loans.
For farmers facing repayment pressure, the announcement could provide immediate relief. Small and marginal farmers are particularly vulnerable to poor harvests, rising input costs, changes in crop prices and unexpected weather conditions. A reduction in outstanding debt can give such farmers more room to manage their household expenses and prepare for the next agricultural season.
The announcement also comes at a politically important time for the new government. Vijay's Tamilaga Vettri Kazhagam administration has been under pressure to demonstrate that its election promises can be converted into concrete measures. Agriculture and farmer welfare have remained important issues in Tamil Nadu politics, with opposition parties and farmer organisations repeatedly demanding broader loan relief.
The government has defended its approach by pointing to the expansion of the waiver in stages. It first introduced relief for loans up to Rs 50,000, then raised the full waiver limit to Rs 75,000, and has now provided additional relief for farmers with loans between Rs 75,000 and Rs 1 lakh.
The decision nevertheless places another financial responsibility on the state at a time when the government says its resources are limited. The additional Rs 953.06 crore shows the scale of the latest commitment. The government will now have to ensure that the relief reaches eligible farmers through the cooperative banking system without unnecessary delays.
For thousands of farming families, however, the announcement is likely to be viewed primarily through the immediate relief it can provide. Farmers who have struggled with repayment obligations may now be able to reduce a significant part of their outstanding debt.
The latest move therefore represents both an expansion of Tamil Nadu's farm loan relief programme and an important test of the new government's approach to agricultural welfare. With the total waiver package reaching about Rs 6,220 crore, the administration has placed farmer debt relief among its major early policy measures.
